For Vacant Property Registration: Please go to the Irvington VPR Portal www.irvingtonportal.us click on “Vacant Properties” and Create an Account.
1. The Neighborhood Preservation Program is responsible for creating, verifying and maintaining an inventory of the Township’s 915 Vacant Structures and 320 Vacant Lots; these quantities were field verified as of May 2019.
2. As per the Township of Irvington Municipal Code 460-69, every Vacant Structure and Vacant Lot must be registered with the Township along with payment of a Fee. The annual Vacant Property Registration (VPR) Fee is:
a) $500 for 1st and 2nd years
b) $750 for the 3rd year
c) $1,000 for the 4th year and beyond.
d) The Annual VPR Period is from July 1st to June 30th
3. Our VPR process is 100% paperless. There are no forms to complete, no checks to write or mail. We have an internet based VPR Portal that allows you to register the property and pay the registration fee.

a) Click on “Log In”
b) Then click on “Don’t have an account? Create one
c) Once you create an account and log on then click on the “Vacant Property” Follow the instructions, and you can pay the fee using a credit card or an electronic check once you complete the data input.
Hi my name is Willie Williams, I am a lifelong resident of the City of Newark, New Jersey, I have seen the despair and hopelessness of the residents in the community. The history of slavery and Jim Crow legacy has influenced me to get involved with the residents within my community. As such, as a teenager growing up, I became attracted to the, (“Do for Self”) philosophy for the uplifting and betterment of our municipality.
Being successful in that role, I have not wavered in that goal. After being trained on the process of being a Code Enforcement Officer, I logically saw it as a tool in the cleanup of Irvington and the uplifting of our people. As the Bible teaches, steel sharpens steel.
Under the Administration of Mayor Tony Vauss, I was appointed the Director of Housing & Neighborhood Services. I am an accomplished para-legal, which is a necessary component of Code Enforcement.
Continuing my duties as director, I will enforce and help keep Irvington clean. I enjoy studying Ancient Black History, and versed in the Holy Quran and Bible and how they apply to Black people in America. I am happily married with children and grandchildren.
